Windows 11 Default Browser. This should lock them in place. Raphoenix - I just did what you said and it aligns them, but it will not allow me to put them where I want and then lock them in. I chose the four that you said and it just doesn't work.
It will align them, but not where I want them to be. Arrange like you want. Raphoenix - I just unchecked auto arrange, rebooted, and then went into one of my documents, made a change, and saved it. When I went back to the desktop, it was not where I originally placed it. Anytime I open my document, make a change and save it, it does not go back to the same place where I initially put it. The default configuration for icons is top to bottom starting in the left hand corner.
I personally have arranged my icons along the top of my screen so they don't block my background. I am also running two monitors and have certain icons on the other screen so I don't have to minimize to bring them up.
When ever my computer reboots, shuts down or my desktop refreshes, the icons revert to the default position, including the ones on the second monitor. It has nothing to do with a resolution change because I am always using the same monitors on a fixed resolution. I do not switch inputs in any way.
I know that if you change resolutions, the icons will shuffle around a bit due to image resizing. Friday, November 2, PM. I haven't had my icons rearrange themselves as far back as I can remember. I know this not just because Auto Arrange is NEVER turned on on my desktop, but also because when it's moving my icons around, it's not doing it per the way Sort By settings would tell it too. I'm trying Chela's software suggestion. Let's hope it works.
I've had to arrange all my icons in clusters, to easily find my shortcuts to other machines on my network, and it's now rearranging JUST the icons I recently clustered, every time I reboot or even come out of Sleep mode. Don't think anyone is listening. Just leave my desk, come back and every once in a while Windows 7 Pro decides to take all my icons an arrange them their way, on the left side of my monitor. NOT nice! Doesn't happen only every once in awhile.

Thank YOU for confirming it isn't just me I was having a very similar issue. I have a laptop connected to an external monitor, both screens I use. I frequently disconnect the external monitor during the day and everytime I would do this the icons would rearrange.
All I did to fix the problem was arrange the icons with no external screen attached and hit F5, then connect the screen, arrange them accordingly, hit F5 and everything seems to work fine.
